GPU not displaying after power failure

Hello, today I had a power failure on my surge protector, I replaced it and now every thing seems to run fine with the exception of my GPU (evga GTX970 ftw). I have my case open and I can see the fans give a little shake about every three seconds or so. It doesn't show in the device manager at all and I have no idea where to go next. I don't have another machine to test it in, and I don't have a backup gpu. Please, any ideas will help. Thank you in advanced.

do you have a high end PSU and/or mobo? as if one of them is cheap there is a good chance the power failure created a momentary surge that might have damaged the gpu.
