Gpu not increasing fps much

I upgraded my graphics card i had a R9 270x 2 gig and upgraded to AMD Radeon R9 390x by msi. My frame rates increased by maybe 5 frames not sure why. the rest of my system is AMD FX-9590 Vishera, 16 gigs of corsair vengeance ram, gigabyte motherboard 990FXA-UD3, and a 750 watt Corsair power supply. Any help is appreciated!!
 
Didnyou try using ddu to completely uninstall all original drivers and files etc..? is your CPU running right? what rev. is your mobo? depending on what Rev. and bios, your MOBO might not support that CPU or any 220W TDP and could be holding you back a bit right their. also have a look at GPU-Z to see if your getting any throttling from the video card.
 
What games are you running? maybe you'r cpu is holding you back? I know a 9590 isn't a bad cpu but the single core performance is realy low and there are games that are just bottlenecked by it. and how are you'r temps? gpu core clocks go down when it gets hot
