Question GPU only working on 6 pin connector

I assisted a friend in building his first PC, however upon completion, it would go into a boot loop with no display to the monitor. However, he eventually managed to get it to work by removing the 8 (6+2) pin connector from the GPU, and only leaving in the 6 pin connector (without the 2 point), and suddenly everything seems to work. Now while this may not be a major issue, I was just trying to understand why this is the case?

His specs are as follows:
GPU - Gigabyte Radeon RX 580 Giming 8GB MI
CPU - Ryzen 5 2600
Mobo - Asrock b450 pro 4
Ram - G Skill 16gb (2x8) Ripjaws V series Ddr 4 3200mhz
PSU - Super Flower Leadex II Gold 650W
 
Could be a power supply or cable issue or an issue with the video card. PSU is good quality, I would contact Gigabyte support and check with them what may be the issue.
If system is stable on 6 pin power, it may not be a huge issue running it they way it is. Also make sure he did not manage to put in the power cable in wrong way.
