GPU performing disappointingly, low FPS

So, I bought my rig like 15 days back & since then I'm getting a pretty abysmal performance in the two games i'm playing currently i.e. The Witcher 3: Wild Hunt (ver 1.02) & Fallout 4. Mostly the avg fps are around 28 in The Witcher & around 30 in Fallout 4.
While gaming, gpu load 35-55 with temp around 62 degrees & cpu load 95-100 with temp around 19 degrees(using MSI Afterburner).
I've used DDU(display driver uninstaller) to completely uninstall my gpu drivers & then installed them again(ver 361.43), flashed & updated motherboard BIOS, updated windows 10, updated other drivers but no improvement in fps while gaming. Also, I've tweaked settings such as power management mode to max performance & turning Vsync off & adaptive, setting PhysX configurations to GTX 970 but its of no use. I haven't OC my gpu or cpu yet as i think it should run these games easily on ultra at 1080p. Here's my rig :
Core i5 6600K, Cooler Master hyper 212x
MSI Z170A Gaming M3
4*2 DDR4 @ 2133mhz
MSI GTX970 gaming 4G
Cooler Master HAF advanced
Cooler Master G650M
DELL s2216h (21.5inch) 1080p, 60hz
Windows 10 Home 64 bit

PLZ SUGGEST ANYTHING THAT I COULD DO TO GET MY FPS AND GPU USAGE UP?
 


 


My cpu usage is just 4% while idle, see the problem i'm facing is that 1) gpu usage not going over 50-55% & 2) cpu usage is almost 98-100% during gaming......i'm not able to figure out what is causing all this, no chance of thermal throttling, no malware/virus, i wish i would've kept my PS4, PC gaming is awesome but all these little things are annoying especially when i didn't cut down on anything while buying this rig.
 


Your card runs at the following:

1114 MHz (Gaming Mode)
1051 MHz (Silent Mode)
Boost Clock 1279 MHz (OC Mode)
1253 MHz (Gaming Mode)
1178 MHz (Silent Mode)
Memory 7010MHz (3505MHz x2)

So clearly you are not fully utilizing the card by enabling boost/OC mode, but still even with that enabled you should be seeing more GPU usage than what you are seeing. I'm not familiar with MSI cards and don't know how those options are enabled (I would assume in Afterburner). Again, there is nothing wrong with Afterburner. Not sure what the other person is talking about.

Didn't see your Download and install OCCT and run a GPU stress test on that for like 30 minutes. It will give you graphs of your results on everything from temps to voltage. Forget about % card usage right now. What is that card itself doing is what needs to be investigated. If you get the same results in OCCT and low card use, then you'll know you have a CPU bottleneck issue somewhere. I cannot imagine what it would be. I'd get on the phone with those builders (or take it into them) to troubleshoot. You've spent too much time on this as it is.
 



Try to oc your CPU and see If it gives a performance boost. CPU usage May go up. It's a long fetch but we can Conclude that it's NOT a CPU bottleneck if it dosen't improve.

 


You dont have any exsperience with msi, but you know afterburner. If that's the case you should know it's NOT a great oc tool.
 


I have been building gaming PCs for nearly 20 years. They can be temperamental like a hot woman, but in the long run you learn how to "tame" them a little through trial and error, heh. Don't get disheartened. PC gaming > console gaming (not just for superior graphics), and you are talking to someone who has both a PS3 and PS4 and games with both as well.

But at this point at the very least I'd get on the phone and call these guys if taking it into them is not an option.

yeah, i'll take it into them for good tomorrow asap...till then i'll try & see if anything works out. right now i'm trying to do some stress test and would paste the results here.

 
Stop wasting time and effort trying to find out what's causing the problem and apply the universal fix to all software problems.

Reformat.
Install Intel chipset drivers
Install geforce drivers.
Done.

If it doesn't work then you know its a hardware problem.

okay, i guess looking by that score, something is really bad...i haven't done this bench-marking but even to me these scores are like way off..

 


First of all, I've used a LOT of GPU software utilities, both for Nvidia *and* AMD cards. Every major tech website is consistent in just one thing: Afterburner is the best program. Tom's has said it, Guru3D has said it, and AnandTech has said it. Here's just one example link:

Usually the problem people have with MSI Afterburner is PEBCAK.


 


So your i5 6600K is 5x slower than a i7 6700k in single thread test. This is the problem. Now show us the first screen (cpu data).

Ps. I am using a old A6-3420m notebook that is faster than your rig.
 
 




okay, i've checked the power settings, its set at 100%. now, i'm looking for a bent pin or something in my cpu, its almost 3 am here...if i get it sorted out, i'll definitely post it tomorrow for sure...

 




Its RESOLVEDDDDDDDDDDDDDDDDDD!!!!!!!!!!! Yesssss Yesssss Yessssss .........ohh man , i can't thank you much. All it was that a stupid SLOW1 pin in my MOBO was enabled & i simply pushed it to normal mode & voila my GPU CLOCK is now @ around 3700Mhz as compared to 800MHz earlier. So, that was holding back my GPU but now its working @ 99% load all the time & both the games are working wonderfully well now. I almost gave it up, it was my last throw of the dice & only because you sent me the link where the OP switched some pin which was also unusual on his MOBO. For the first time, i'll be playing with best performance till date on my rig tomorrow...THANKS TO EVERYONE WHO REPLIED ME & TRIED TO PROVIDE ME A SOLUTION...TOO BAD THAT IT WAS NOTHING BUT A STUPID MOBO PIN.
