Question gpu power limit drops to 60% while gaming after awhile and doesn't go back up

Hey guys I've been having a problem with my 1080 ti where after a few hours of gaming the power limit will drop to 60% and stay there until I restart the computer. It's really annoying because it almost cuts my fps in half and I'm pretty sure it cause my entire system to lock up sometimes too. It does this on both my ryzen and intel system so I'm certain it's not motherboard related and I'm also pretty sure it's not driver related either because I've ran DDU and tried different drivers. I've also tried raising the power limit with MSI afterburner but it didn't help either. The temperatures on the card are fine as well, usually in the low 70s while gaming so I doubt it's throttling. The only thing I haven't tried is flashing the card's bios but honestly I'm just thinking of RMAing it. What do you guys think?
