Question GPU Power Usage Spike

I recently built a new computer with new parts and a new graphics card and it worked perfectly. I just moved to a new apartment a few days ago and booted up my computer at the new place, but for some reason, whenever I load any kind of video streaming (like Netflix) or video game, power usage and GPU usage spikes to 100. I've uninstalled and reinstalled my graphics card, updated all the drivers, and made sure it wasn't a cooling issue. For video games, power usage and GPU usage are at 100, but for streaming like YouTube and Netflix, GPU usage is low, but power is still spiking at 100. Can someone help me troubleshoot this please?

Here are the computer specs:
AMD Ryzen 9 7950X 4.5 GHz 16-Core Processor
Corsair iCUE H100i ELITE CAPELLIX 75 CFM Liquid CPU Cooler
Asus PRIME X670-P WIFI ATX AM5 Motherboard
Corsair Vengeance RGB 32GB DDR5-5200 CL 40 Memory
Samsung 970 Evo Plus 1TB M.2-2280 PCle 3.0 X4 NVME Solid State Drive
MSI GeForce RTX 3060 Ventus 2x 12G Video Card
Corsair 4000D Airflow ATX Midtower Case
Corsair RM850x (2021) 850 W 80+ Gold Certified Fully Modular ATX Power Supply

What is the GPU load and usage in idle desktop Mode ? Any Malware on your system, like a Bitcoin Mining virus ?

Try to boot your OS into safe mode, and check whether the GPU usage also spikes in safe mode. IF YES, then the problem might be hardware-related.

Make sure your GPU is correctly seated in its PCI slot, and all power connections/cables are also correctly clipped in. Check whether other connections are not loose either.

Any malware can also stress your GPU, which is one of the most overlooked causes of excessive resource usage. Malware such as the crypto hijacker invades devices to use system resources for mining and other purposes.

In the Task Manager, you might find one or more shady processes using hefty system resources. Once located, search about them on the web to see if they are indeed hijackers or not.

But if the GPU load and usage/spike is very low in IDLE mode, then you shouldn't be having any malware/virus on your system.

Thanks for replying. GPU load and usage in idle desktop mode are Very Low (0%), and it's the same in sage mode. No malware or viruses are detected on the computer. I will check my GPU is seated in the PCI slot again, but I did not find any loose connections on the first pass. The GPU and power usage only spike when I load a video streamer or a video game, which is odd. Is there anything else in that case that would trigger a spike other than hardware issues or malware?

How are you reading power spikes to 100%.
What software?
Different software measures differently.
Some report total usage and some report usage on the highest sensor.
So a video loading might boost the decoder to 100% but it is like 5 % of the chip.
Msi afterburner shows my GPU @92-100% usage but windows shows 22% for folding. big difference.

Thanks for replying. After another pass at open tasks, I found a very subtle crypto malware program on my computer that I didn't notice before. I have purged the program and everything works like it did before. Thank you for all your help!
