Question GPU redlining after last Win11 update

I installed a few windows update 2 days ago (version 22H2) and now my GPU is constantly at 100% utilization and my frame rates are massively lower in every game, but steady at desktop or running web browsers. Even loading screens that would normally be 4-10% utilization are now 80-100%.

I tried to use the "Go Back," feature in windows update, but it says it's not available.

Baulder's Gate 3 I went from a steady 60 fps at 60-70% utilization and now it's struggling to get double digits while at 100% load. I've also tried CK3, Madden23, TWWH3, Pathfinder, HOI4, and Elden Ring; all of them are running much worse, but oddly Eldren Ring is only down ~30% while most of the others are 70-80% lower.

The updates installed were:
2023-08 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5029263)
2023-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5028948)
2023-08 .NET 6.0.21 Security Update for x64 Client (KB5029688)

Full specs:
Windows 11 Home version 10.0.22621 Build 22621
intel i7-13700k
Asus Z690-A Prime
EVGA 3080 FTW3
32 GB G.Skill Trident DDR5 7200
2x WD Blue SN570 2TB M.2 drives

Any advice or potential fixes? No new windows updates since, no new nvidia updates, and I've already tried reinstalling the current nvidia driver. I've checked and all firmware seems up to date. My last resort is to reinstall an older version of windows, but I've only upgraded to windows 11 about 3 months ago and my last back-up was in windows 10 so I'm not sure how well that would work.

Clean install Windows.

Yeah, that was my last resort but after fighting it for a few days I don't think I have a choice. If I do a clean install of the nvidia driver it works but only until I restart the computer; which seems weird, but I think I'm out of options.
