Question GPU says max watt is 65. How do I change thus?

My PC has not been getting the FPS I’ve expected and someone told me to try HWinfo to see if my GPU was getting enough power. It says the max is 65w so am I not getting the full potential?

I already made sure the GPU is plugged into its own slot on the PSU

Getting upper 50s on new Call of duty benchmark. Graphics are set to high mostly.

1000w NZXT 80+ Gold - ROG Strix X670E-A - 32gb Teamgroup ram - 3070ti founders - ryzen 7700 cpu - 2tb m.2 ssd - 27 inch 2560x1440 oled display

Is that under full load like for instance i FurMark ? Card is rated for 290W so 65W seems almost like idle power. If you installed latest drivers directly from Nvidia, adjustments are in it's control panel.

No, that was just sitting at desktop. I’m a bit new to this so I must’ve misunderstood the instructions for checking the max wattage going to the GPU. But if I can check that in the control panel, I’ll try that. You recommend i FurMark to run a pressure test? Thank you.
