GPU showing 0mhz in core and memory clock, artificating

Hi all,

I'm currently helping my brother build his first PC and ran into a headache. My bro bought a MSI TWIN FROZR 750ti off a used PC reseller about 1 month ago, and when I tested it, the graphics card was fine. However, upon assembling into the new PC, the GPU was showing severe artifacting and also a 0mhz on core and memory clock on every GPU tool i could find.

I tried flashing the bios, and although the flash was successful, the GPU still showed 0mhz on core and memory clock. Putting the GPU into my Ryzen setup and the result was still the same. Can someone please explain what is happening?

P.S: The used PC reseller only gave my bro 2 weeks of warranty and during our testing period then, it was not failing.
