Question GPU stuck on PCIE 1.1 x4

Before it was broken its running great i can watch youtube while playing, play apex. but now i cant do either of those things, youtube runs sluggish while im running any game, apex fps is slow.

GPU : Galax GTX 750ti 1GB

Motherboard : Jingsha AD12-B
Ram : I think its a samsung, single ddr4 8gb 1866mhz
Gpu : 750ti
