Hi, would love some expert advice for replacing Nvidea GeForce GTX 660 Ti with something mid to high range that will be the biggest bang for the buck and will be compatible to my current system. Usage will be gaming and graphic design/photography. Thank You.

Custom Built PC (did it myself several years ago)
Processor - i7-3770K CPU @ 3.50GHz 3.90GHz
Motherboard - GIGABYTE Z77X-UD3H
RAM: 16GB
Power Supply: 750W
Current Card size: 7.5 Depth and 4.4 Height

You're starting to get to the point where you may want to consider upgrading your whole system(not just the GPU). 4K is going to be out of the question with that setup. I'd say if you can get a good deal on a used GTX 970(don't pay more then $200) or a 980(I've seen 980 Ti's pop up around $350, so you should be able to get a non Ti for less then $300).
Otherwise, as long as you're sticking with 1080p, you could go for a more current 1050 Ti($200 new) or a 1060 3GB($250), 1060 6GB($300).

PROTIP: a GTX 970 will out perform a GTX 1050 Ti, and a GTX 980 will out perform a GTX 1060 3GB.

I would also recommend the 1060, there will be no bottleneck. Depending on your budget you may look for a 1050ti as well.
Can you tell us more about what resolution and what games are you interested in.

I'm thinking I ran it pretty high, i checked my laptop settings to see where i have that and its at 3840 and it uses a Nvidia GeForce GTX960M. For the desktop I had the Nvidea GeForce GTX 660 Ti and not sure where I kept the standard settings, the GeForce GTX 660 Ti card has stopped working altogether and I can't get it to accept any driver update or re-install. I think its dead :(

I'm interested in getting the most resolution I can afford and run on my existing desktop w/out having to replace the motherboard or CPU. I'm willing to consider up to $450 for a new or used GPU. Truthfully makes me a bit uncomfortable :).

A friend of mine is running a i7 3770 (non oc) with a gtx 1070 and 16gb ram and there definitely no bottleneck at 60fps. If you're willing to spend 450$, a gtx 1070 (ti) definitely isn't out of the question.

A setup like this would be perfect for 1440p 60fps
