Question GPU Temp suffer from bad airflow? and good case for GPU?

Hi,
as the title mention, I have a PC with this given spec:
Ryzen 5 3600 with 15$ air tower cooler
B550 MSI Gaming Plus
Zotac RTX 3070 AMP Holo
Corsair 4000D Solid Front Panel

Okey so my question is when i play some games that requires high GPU load like rocket league (honestly idk why when I play that game, my GPU is going full load like 220-240 W power draw, I hopes thats normal for rocket league) the temp of the GPU is spiking high. When i play in afternoon without my AC on,the temp of my GPU is reaching 85ish with hotspot around 98ish, fyi the ambient temp in my room is around 30-34 i guess? and when i play in the night with my AC on and my room temp is around 26ish. The temp goes lower with highest at 74 and hot spot around 88. Back to my question, so is that normal for GPU to reach that temp(the afternoon scenario one)? because when i play in afternoon with the GPU going high as 85ish with hotspot around 98ish theres sound like crackling in my headset like something electrical friction? i hope u guys understand in what i mean. Btw i should the mention the case configuration for more information.

The case that i used is Corsair 4000D with solid front panel, and i already watch some reviews that its bad in comparison with the airflow one so i already pop up the front panel so its just the dust filter in there so it can mimic the airflow one, and so all the temp i mention before is test with front panel removed. In the case i use 3 intake in the front with 120 mm fan (2 fan is the default one from the case and the other is the fan with higher rpm around 1600 max because the corsair default one is around 1200? if im not wrong) and i got another one in the back and in the top back as the exhaust using JONSBO FR-701 ARGB. So in total i got 5 fan.

And i heared that that the 4000D airflow got the good review so i wonder is my configuration is just bad or the fan that i using is bad so the GPU doesnt got enough air to breath. AND for the closing, my tempered glass got shattered out of nowhere before making this tread lol so i just thinking to buy another case anyway because it took 2-3 month to got the replacement part. And im in puzzle to what case to buy. And now we go to the second question. Should i get the 4000D again but the airflow one and get got new fans (for now im thinking to buy the fractal design aspect 12 3 fans because i like RGB and it kinda cheap) both case and fan gonna cost me around 120$ (already convert it to US) OR i buy the Fractal Design Torrent Compact because i heard its a really good airflow case, and has bottom fan mount instead of top so i guess thats gonna be a good fan intake for gpu? the problem is if im going to but the Torrent Compact one and the fan set (still the fractal design aspect 12 3 fans set) its gonna cost me around 205$ and thats kinda expensive for just a case and fans for me. So im wondering if you guys have any recommendation or thought regarding my condition. Any information, solution, or any input gonna really help me a lo, Thankyou :)
 
Sounds like your current fan setup in your 4000D (with front panel removed) is good. 3 front intake, 1 rear exhaust, 1 rear-top exhaust

34C - 84C = 50C delta.
26C - 76C = 50C delta.

Not sure why you're running a 3070 at full tilt in rocket league. You could set power limit % in MSI afterburner to 70% and try that.

If i try to limit the power to 70% does that mean i only use 70% power of the GPU?
 
Also, have to ask the stupid question: do you know how to identify airflow direction of a case fan?

The spokes that hold the motor to the frame are on the downstream (exhaust) side of the fan
Yeah i have doubt in myself in the first, already checked it more than two times, its fine, all fan is in the right configuration . And im already thinking for a while, i think its kinda dumb to buy the same case just with different front panel, so im choosing NZXT H7 Flow cause i heard NZXT case already improved a lot with the flow lineup, wdyt?
