Question GPU underpeforming Ryzen 9 5950x Gigabyte 3090 RTX

Hello all!
So i recently bought a PC around April, new to the PC life. I had an I5 1060 3GB before and i decided to upgrade and get a whole new PC in the process. My Specs are the following:

AMD Ryzen 9 5950x
Delta T Force 16 GB x 2 DDR4 3200
GeForce Gigabyte 3090 - 24 GB GDDR6X
X570 w/ Wifi
800 Watt High Power 80 Plus Gold

I have been experiencing major frame drops especially in very light sensitive areas. I have done multiple benchmarks from different sites but i will post the two recent one i just used

UserBenchmarks:
Game 148%, Desk 97%, Work 151%
CPU: AMD Ryzen 9 5950X - 101.1%
GPU: Nvidia RTX 3090 - 151.6%
SSD: WD Blue SN570 NVMe PCIe M.2 1TB - 222%
HDD: Seagate Barracuda 2TB (2018) - 91.3%
RAM: Team Group Inc. TEAMGROUP-UD4-3200 2x16GB - 84.4%
MBD: Ibuypower AMD
Note: The GPU SHOULD be running in between 200-220% for normal performance it says
and 3DMARK said the GPU was running 9678 out of an average of 18570

I am fairly new to the PC life and would love if someone could give me an answer or a helping hand on why my GPU is severely underperforming it seems

800 Watt High Power 80 Plus Gold
800W is the advertised wattage of the unit, while 80Plus Gold is the advertised 80+ efficiency rating. What is the make and model of the unit? How old is the PSU in question?

Make and model of your motherboard? BIOS version for the motherboard at this moment of time? By upgrade, did you retain the older platform's OS?
 
Thank you for the swift reply! i believe the PSU is a RAIDMAX and my Bios Version is .4021 MBEC x570 0229 AULA3 6K75. As for retaining the old OS no it is a complete new PC i bought from the mediocre company IBuyPower instead of smartly making my own. I was looking around for 30xx series cards but i could not find ANY, so i had to cave in and buy this prebuilt from them that costed me an arm AND a leg
