I have a 4 GB GTX 760 Zotac’s AMP Edition card running with i7 4770 and 16GB RAM. I know my GPU & CPU both are old. The i7 4770 gets everything done though. I don't know how I can still play most of today’s games without any lags? If I ever experience frame drops, all I have to do is just overclock my card to a stable point and things work fine.
My current stable overclock readings: GPU: 1230 MHz, Boost: 1295 MHz, Memory: 1560 MHz.
Also I don't face any issue while working in 3D applications whether its 3ds Max, Maya, Substance Painter or any other and my 3D renders are coming out as they should without any problem. Now with Nvidia showing off its 10xx series...Should I still consider a GPU upgrade?
Also the cooling solutions are well placed (all air based), Air flows are good, fans are doing a great job with regular dust cleaning. And my primary display is Dell S2240L Full HD. Please advice.

If you want to upgrade now and have the money, I would get either the 1070, or AMD Vega 56 when they are in stock. The mid tier, the AMD cars are all in the hands of miners and overpriced so thats leaves you with the Geforce 1060 6GB.
Well depending on what you play, you might be about there for an upgrade. Your CPU still has some time left in it, i might be biased on that one since i have similar setup, but i really don't fine my CPU struggling with anything at 4.0 ghz. What is your budget for a new GPU and what power supply do you have?

IMHO, one should upgrade when they feel the need for it. If your current PC is performing well (doing whatever you want it to do), don't upgrade. Technology advances rapidly, and by the time you would want to upgrade, there will be better options for you to choose from.

When you find a game that does not perform as well as you want, then is the time to upgrade.
To see if a better graphics card will work with your cpu, reduce the game settings or resolution and test.
If fps increases, you likely have sufficient cpu power for a batter card.
If you buy a better card, make it a sufficiently big jump or you may be disappointed. GTX1060 at least, GTX1070 is better.

If your fps stays the same, then the cpu needs an upgrade.

If you need more cpu, try to determine if you need faster single thread performance, or more threads.
Few games use more than 2-3 threads, so I would expect higher clocked cpu than your 4770@ 3.4 would be appropriate.
Intel kaby lake K processors will run near 5.0, ryzen overclocked will be 4.0 but with more than your 8 threads.

My Power supply is 750Watts. Since I didn't saw the need to get more when I made that build. Budget is not a constraint as long as it doesn't burn a big whole in pocket. That doesn't mean I can go for some big GTX 1080 or Titan GPU
