Question GPU upgrade - PC doesn't boot and VGA dbg led is on

Hey.

My specs:
i7-8700k
MSI Z370 Gaming Pro Carbon
16 GB Crucial 2666 MT
2 TB NVME SSD
550 Watt 80 Platinum be quiet PSU
OLD GPU: GTX 1070 ti 8 GB from MSI
NEW GPU: Intel Arc B580 12 GB from AsRock (the black one with two fans)

My bios does have resizeable bar support. It's not the most recent version, but the newest version only has some minor fixes. I will still upgrade it later. I also tried resetting the CMOS by putting out the battery for a few minutes and after that with using the Jumper (shorted the pins with a screwdriver, as I couldn't find the tool).
So, after plugging in the new GPU, connecting the VGA power cable (as it has one 8 pin connector, my old one had something like 8 + 6) everything does light up and spin up, including the fans of the GPU and the LEDs of it, but the VGA LED will light up red (as seen here) and this appears on one of my two screens (connected with DP in the GPU directly). The VGA LED looks like this.
Once I remove the GPU from the PC, the PC will boot with the iGPU. Everything gets recognized.

Here is what I've tried so far (apart from resetting CMOS)
1. Make sure everything is plugged in properly - everything looks like it's where it belongs (I made sure the connectors are all the way in) - I did re-route two cables via the back (it was my first PC and the cables were not really well managed).
2. Tried it with only one of my two RAM modules.
3. Tried the other PCIe slot (the middle one is x8 the upper one is x16 - both are PCIe 3.0 (and I did have my old GPU in the x8 slot by accident)
4. Activated resizeable BAR

Any ideas of what I'm doing wrong? I know an upgrade on that kind of PC is kind of pointless, but I do want the better video engine (AV1 support), as this PC will continue its life for at least a few more years (but at some point as an office PC).

If I were you, I'd drop flash the BIOS to the latest version, then clear the CMOS, the use DDU while on the iGPU to remove all GPU drivers(Intel, AMD and Nvidia) in Safe Mode, then power down, then drop the Intel GPU into the system then see if you can get display output off the discrete GPU.

Speaking of, what BIOS version are you on for your motherboard?
 
7B45vAC3(Beta version) is my BIOS version. The PSU is a Dark Power Pro 11, bought in September 2018 - it was running very smooth all the time.

I can flash the BIOS to the newest version, no problem. Did it before. The DDU thing I can do as a last resort, but may it actually have influence, as it doesn't even display anything but that weird underscore. I can't even get into BIOS. Is there a chance the card was just busted on arrival?
 
Ok, so I did flash my BIOS and reinstalled the new GPU in the x16 slot. Now, I get a signal out of it. Had to reset my PIN and re-enter my recovery key once more due to the update, but now everything seems to work. Now, I just need to install some drivers so everything works properly.
