[SOLVED] GPU usage below 10% in some games

Currently have a msi 3070, ryzen 3800xt, msi b450 tomahawk max and 16gb vengeance in my pc. Two days ago, suddenly, in most games, the usage of the gpu now never exceeds 10-15%. All other components are functioning normally including my CPU, which isn't throttling. There are a few games that do run properly, and all of them have been older games, such as Stalker Anomaly and BL2. The other games such as Rust or Squad all run sub-15% gpu usage. I have used DDU to reinstall drivers, made sure all power and clock settings for my gpu have been normal. I know that this thing is able to function because it reaches more than 90% usage in other games. I am going to try to reinstall windows as a last resort at this point because I have reseated both my gpu and RAM and also checked power connections. Does anyone know how to fix this?

your ssd is almost full. they don't work well like that

Turns out I uninstalled a program I needed for remote access of computers on campus and it got rid of the issue for me. Very odd how it caused my computer's components to not function correctly.

Usually it's power plan setting - balanced and under link state power management and turn off.
But, If that worked for you, then kudos

Was the remote access program Citrix? I updated it recently and following a restart got a crud pc. New world was giving me 50 avg fps, now it's 9-10...
