My specs are
i5-2500
8 GB DDR3
GTX 1050 ti 4GB MSI GAMING X
450 w PSU

It didn't happen with my previous GPU (GTX 750 ti)

GPU gets loaded up to %100 then falls down to %0-30 (spikes) and causes stutters (0 fps) for a moment or so...
Btw, I had to use a VGA to HDMI adapter because of my analog monitor.

Game runs smoothly while playing on 1080p

Update 1: I ran memtest and it showed there is 1 error in my RAMS
I have 2 * 4GB RAMs
One is 1600 mhz
Another is 1333 mhz
although I could play with these RAMs without stutters, before changing the GPU

Update 2: I uninstalled NVIDIA HD Audio Driver and disabled HDMI outputs
It helped a lot, but there are still some minor spikes...

I appreciate any suggestions!

At the risk of sounding like a jerk. Play at 1080? I can't imagine many if any games that the 1050ti will bottlneck your 2500 at 1080p. Both parts are similar to my build performance wise (3350p and GTX 760) and it's a pretty good match nearly every game both are above 80% usage

Well, imagine getting 78 fps in GTA V
and 70 fps in CoD
and a nice fps running Emulators

Thats all I need!

My PSU is 430 W

FPS comparison is major
Like 27 fps vs 63 fps...

I see major changes from 750 ti

67 fps in GTA V
58-62 fps in CoD: IW
70 fps in CoD: BOIII
60 fps in Nier: Automata
58-64 fps in Just Cause 3 (Water Quality set to High)

These console-like framerates are enough for me...
But these stutters..

Any way you can test the card on another machine. It may be the card itself that is defective.

Another possibility is the thermal paste didn't get installed correctly at the assembly line. How are the temps when the stutter and dropped framerates happen?

What 430W PSU do you have, btw?

What kind of adapter are you using? This, by the way, is one reason I always advise against using adapters. If you have a problem, like now, troubleshooting needs to start with the adapter. There's no reason to assume it's working properly.

"One is 1600 mhz Another is 1333 mhz"

As long as BOTH sticks are set to run at the speed, timings, and voltage of the 'worst' stick, that shouldn't matter. If one stick is 1333 then both need to be set to run at that speed. If one stick has 9 9 9 24 timings and those are the worse of the two sticks, then both have to use those timings. If one stick needs 1.5V and the other needs 1.7V, the ram voltage needs to be set to 1.7V.

You might need to replace the stick giving you errors.

See the thing is, troubleshooting the videocard only works if everything else is properly set up and functioning. The more little issues and quirks you have in your system, the more likely the problem is more than just the videocard.

I did change the RAM with a proper one
Used Direc HDMI ports
But now, I also get spikes in 1080p...

Here is my PSU

I don't think I can test my GPU in another System, but I'll try

BTW Did you mean the CPU tempreature?

No, GPU temp.
PSU looks good for that system, so we can probably eliminate that.

Its a solid 62c
