Question GPU usage goes down the more there is on the screen

Hi, so basically my GPU usage goes down the more stuff there is on screen. It's like that on Fortnite and Watch Dogs, I want to know why. I feel like it's a driver problem. The CPU, RAM and VRAM does not go down, it's only the graphics card usage that drops, thanks!

Which Video card is it ? You need to provide more details, and FULL PC specs as well.

Not sure about the manufacturer of the GPU, I think it's made by gigabyte, it's an r7 240 with 2 GBs of GDDR3 RAM and it was bought in 2014, along with all the other components
the CPU is an FX-8320 with the stock cooler
the RAM is 2x4 GBs of DDR3 RAM running in dual channel
the motherboard is an ASRock 990 Pro3.0
Seagate 1000GB HDD
the PSU is a CoolerMaster RS-600-ACAB-M2
there's also an optical drive, but I don't think it's important
the GPU is also overclocked to get the most performance out of it using MSI AfterBurner.
