Hey, Folks!
I actually have never posted a thread in this forum or been bothered to create an account, but now i'm extremely desperate after many attempts back and forth... and none worked!
so let's get straight to the point:
I have a Dell Computer (AiO Model) from early 2013, the PC Specifications are mostly capable of running many games at +80FPS, so this topic is not concerning the PC Specs, but rather the Problems within the Specs.
GPU: AMD (ATI™ Technology actually) Radeon HD 7650A Series
iGPU: Intel HD 4000
CPU: Intel Core i7 3770S 3.10Ghz
RAM: 8GB DDR3
HDD: (S)ATA ST2000DM001 >>>>> 2TB Storage
OS: Windows 7 Ultimate (Drivers for my AMD aren't available for Windows 10 + a disaster happens between Intel and AMD Drivers due to Display conflict, sadly i cannot upgrade)

For instance:
GTA 5: Starts at 90FPS, Peaks to 100 Sometimes, After 25 Minutes of Gaming in the World, GPU Usage Drops to 75% and then gradually to 68%, which makes the game runs so poorly at 43FPS
CSGO: Starts at 120FPS, Peaks to 160 Sometimes, After 1h30m of Gaming in the Map, GPU Usages Drops to 75% and then gradually to 68%, which makes the game runs so poorly at 53FPS
and same thing keeps happening with other games but the lighter the game, the longer it takes to Dip into this Crap of GPU Usage
NOTE: one thing I noticed and that DOES NOT MAKE Any sense at all! when looking at the Ground/Sky the GPU Usage Cranks up to 100% and the FPS Goes so crazy beyond the Average but as soon as I go back to normal view it just returns to the bad GPU Usage
So that's all I can say, I really would be glad to hear some Suggestions or Fixes that can Patch this bloody problem, Thanks in advance

VALORANT: 720P, High + Medium Settings ≈ 90FPS (MSI Afterburner)
Counter-Strike Global Offensive: 720P, Lowest Settings ≈ 115FPS (MSI Afterburner)
GTA 5: 768P, Lowest Settings ≈ 80FPS (MSI Afterburner)
VALORANT: 720P, High + Medium Settings ≈ 90FPS (MSI Afterburner)
Counter-Strike Global Offensive: 720P, Lowest Settings ≈ 115FPS (MSI Afterburner)
GTA 5: 768P, Lowest Settings ≈ 80FPS (MSI Afterburner)
and other 2016/2015 Titles can run on average FPS of 50 depending on the Game.
