Im currently playing a lot of games and my cpu is always a 100% and the gpu is just chilling.
games like: GTA V, battlefield 1,pubg..)
I5 6500
Gtx 1060 3gb
8gb ram

I close almost everything when i play games and it still happens.
i have frame drops too

well, firstly check about vsync. You could also have it turned on in the global nvidia settings. You need to confirm that vsync is off. Otherwise your FPS will sit at 60fps (or whatever your native res/hz is) and won't utilise it's full capabilities.

You could get a better CPU to negate the effects of the bottleneck.. You currently have a 4c/4t cpu. It's decent enough, but with 4 cores your running out of host processing resources which is why your CPU is at 100%. You could get something like an I7 6700. Not sure of pricing where you are, but should work with your mobo. What mobo do you have?

Also, specially with BF1 and if you are gaming at 1080p, it uses just a tad over 9gb system memory on ultra settings. You could be running out of ram, which will mean some data will be sent to the swap file, which can majorly impact your experience.

There is no such thing as "bottlenecking"
If, by that, you mean that upgrading a cpu or graphics card can
somehow lower your performance or FPS.
A better term might be limiting factor.
That is where adding more cpu or gpu becomes increasingly
less effective.
It would appear that your limiting factor is the cpu.
It is surprising to me that you see 100%.
Usually, when a game is cpu limited, it is also single threaded.
That would show up in task manager as perhaps 35% busy across all cores while the master core would be the limiter at 100%.
Windows spreads the activity of a single thread across all available threads.

I suspect there is more going on.
Look at task manager performance and see if you can't identify cpu heavy tasks other than your game.

https://youtu.be/-L3l_9OWScU this is a video i recorded in GTA V. i have a lot of stutters even though the gpu is a little bit better than 40-70% the game is still hardly playable.

He means he updated the bios to the latest version.

The bios is the microcode that allows the CPU/mobo/ram to work together on a hardware level before the system boots to the operating system.

To upgrade the bios, download the latest version from your motherboard manufacturer for your mobo. Put the image onto a usb key, and plug it in. Then enter the bios after you have rebooted your PC. This is normally done by pressing F2 or Del keys or another key (this will be displayed on screen in front of you as your PC boots up). Once you get into the bios look for the bios update utility, sometime's called EZflash, and run it by selecting the new bios image you have downloaded to the USB key. Make sure you do not interrupt the flash process and let it complete before you do anything. Once it's done it should prompt you to restart, then just follow the onscreen instructions.

Ok ai just updated my bios and sadly this didn't help 🙁

You may have to clear defaults, or reset CMOS too. Check your manual on how do so. That may be the last bit.

have you ran antivirus?

might be, like I asked before, is this a hardware upgrade?

Whgat do you mean by hardware update?
I bought my PC with those specs and I did not change nothing

70% GPU isn't the strangest thing. Far from doing nothing. The 6500 is a 4Q 4T processor. Never games run much better on either 4Q8T or 6C6T or 6C12T processors. If a Windows clean install doesn't help with fresh drivers and all that I'd consider upgrading the processor to something like a 7700k.

contact the company, or did you check the spec with cpu-z?
