gpu wont run at full speed when mining

My asus r9 280x wont run at its full speed it's gpu runs at 300mhz and its memory runs at 150mhz while mining help plz!!!!!!!!!!!

You can turn the speeds up manually using the Catalyst Control Center.

i have it on stock and it randomly goes to 1070 and then drops back to 300
