[SOLVED] GPU (Zotac GTX 1060 6GB AMP Edition) stuck at 139Mhz

So my GPU seems to be stuck at 139Mhz even while gaming... and I cannot figure out the cause..

I have tried everything I could think of:
clean driver install
rollback to an old driver
using another 6 pin connector

I have taken reading from different monitoring tools as follows

as you can see in the graph above there are spikes in the clock speed, but for the most part there is a flat line @ 139 mhz

used this tool to check the GPU Power and as you can see, though the maximum power is 99.906 W the average power is 14.436 - which suggests to me that the GPU is not getting enough power all the time
also, the maximum power was reached probably during the spikes as shown in the MSI Afterburner image

please help me!

How old is your PSU and what is it's wattage, apart from the make and model? Try and see which version of BIOS your motherboard is currently on.

Motherboard: gigabyte z170-d3h
Ram: corsair vengeance 8gbx2 @ 2400
SSD/HDD: WD 1TB @7200
GPU: Zotac GTX 1060 6GB AMP Edition
PSU: Corsair CX600
OS: Windows 10 pro

All my hardware was bought in July, 2016 - so my rig is almost 4 years old

When you are not playing a game, the card downclocks to save power and run cooler. I see nothing wrong with your GPU, MSi Afterburner clearly shows that when you were in game it was boosting to it's maximum. Setup MSI Afterburner ingame overlay to show GPU clock and you will see it's working fine.
