So my GPU seems to be stuck at 139Mhz even while gaming... and I cannot figure out the cause..
I have tried everything I could think of:
clean driver install
rollback to an old driver
using another 6 pin connector
I have taken reading from different monitoring tools as follows

as you can see in the graph above there are spikes in the clock speed, but for the most part there is a flat line @ 139 mhz

used this tool to check the GPU Power and as you can see, though the maximum power is 99.906 W the average power is 14.436 - which suggests to me that the GPU is not getting enough power all the time
also, the maximum power was reached probably during the spikes as shown in the MSI Afterburner image
please help me!
