Question Grainy shimmering/noise issues on almost all games on grass and other areas while moving.

Recently I have noticed that most games have some sort of issues with grainy or noise-like shimmering on areas like grass and even walls in some cases. It was not there before and has recently occured. It is very clearly visible in heaven benchmark and I have added some sample videos of the issue in the bottom of the post.
My PC Specs:
Ryzen 7 3700x
RTX 2060 Super FE
Gskill Trident Z 16Gb (2x8gb) 3600Mhz ram CL17
Gigabyte X570 Aorus Ultra
Corsair RM750 750W 2019
2x Crucial MX500 SSd/ 1x 2TB Seagate HDD
So far I have tried:
  • Changing misc settings in nvidia control panel 3D settings
  • DDU and clean driver install
  • Tested pc on another display/Tested another PC on main display - It only happens in my affected PC on any display and my other PC doesnt have this issue.
  • I have tried different hdmi cables
  • Tested with freesync on/off.
  • Changed between different response times in monitor settings
Does anyone know how to fix this? Anyone else have something similar?

thats a low resolution/or no antialiasing quality "effect"
u could blur it a bit (see image sharpening options ie u want to reduce image sharpening), then it wont shimmer

I think its a problem with MSAA. I set 4x supersampling with 4x msaa and set anti aliasing to override game settings and it reduced the shimmering quite a lot in the games I had issues with earlier.
Problem is this never happened when I built the PC earlier back in 2019 and I think it has something to do with windows update. Most games with MSAA has this shimmering. Other games that use TAA does not have this issue for me.
