Question Graphic card amd 5700xt low Fps

My specs for my Pc.

Mobo: MSI b450 tomahawk max
CPU: Ryzen 5 3600xt
GPU: ASUS ROG Strix AMD Radeon RX 5700XT Overclocked 8G
RAM: CORSAIR VENGEANCE 32GB @ 3200mhz
PSU: Corsair 650

My pc seems to be stuck with low fps everytime I open up any games. Ive tried different games and they all say marginal in Amd's Adrenaline software. I havent overclocked anything when I was building the pc. I benchmarked it on HavenBenchmark and was getting 200+ fps.

Games Tested:
Rust 20-35 fps
Rainbow 6 30-40 fps
Overwatch 45 fps

Do my specs not have enough power to run at least 70 fps?
Hopefully someone can help me figure or fix this issue with low fps.

Corsair is the brand of the unit while 650 is the advertised wattage of the unit. What is the model of the unit and it's age?

BIOS version for your motherboard?

You might want to use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode, then manually reinstall with the latest GPU driver sourced from AMD's support site, in an elevated command.

at higher resolutions with higher in-game settings, no.

try lowering all settings to their lowest values and see how much, if any, the fps increases.

is this a single 2x 16GB kit or some other mix & match grouping?
The actual model of the PSU is EVGA 600 Bq 600watt

All the settings have been lowered forgot to mention that on the post.

its a 2x16gb corsair kit

cooling: Cooler Master Hyper 212 RGB Black Edition CPU Air Cooler

storage : NV2 NVMe PCIe Gen 4.0 SSD
