graphical issues playing latest games

Hi there I'm having graphical issues when playing the latest games like GTA 5 etc, only I still have very high frame rates of around 80-90 frames on GTA even on maximum settings. Its very frustrating because I can see that my PC can handle it but something is going wrong. The graphical issues look like water marks across the screen but it only happens when I am turning the player around in game, if I drive or walk straight without turning there are no problems at all. My PC consists of the following parts, geoforce gtx 960 oc version, amd 8350 4ghz edition, gigabyte motherboard, Kingston ssd 120gb, 1tb Seagate HDD, 8gb ripjaws ram, 650 watt gold verified power supply and a zalman z1 case. Is the problem my CPU? I have heard of people with the same setup as mine playing smooth on Max settings with no graphical issues so I'm clueless to what the problem is, thanks in advance to anyone and everyone for your time and input

Is this with keyboard and mouse? What keyboard? What mouse? Any special software accompanying those devices? Any updates available?

If I understand the issue correctly, it appears when a combination of movement commands are given, but not when a single one (like a simple run forward) is.

So I'd start with the input devices and their drivers / software. Googling those specific products with keywords describing the issue might be enlightening. Don't know enough about your situation to tell though.
Yes it just slows game down and doesn't help, also tried messing with the msaa settings, I have put it on x2 x4 etc it helps a little but doesn't fix it. This also happens on BioShock infinite or any other intense graphical game, the odd thing is my frame is always high tho
