Graphics card fans only spin sometimes

I just built a new pc and i put an evga 1070 ti ftw2 8gb gpu in it and everything works as it should except the gpu fans dont spin constantly. One will spin a little then the other then they will stop and then start back up again. Is this normal? Does the card need to reach a certain temp for the fans to turn on?

Yes all modern cards turn the fans off when temps are low enough
