Question graphics card is not recognized by bios

Hello, so the thing is i have older rx 6600 and with it everything works like a charm, but recently i bought rx 7600 xt and it is being recognized sometimes and only if i force turn my pc off and then instantly turn it on again
When the board is recognized it works well both in games and in AMD software stress tests, but if i turn my pc off and wait for like a couple of minutes the board is not getting recognized again, if i do the same trick as i described above graphics card is recognized again. Also when board is not recognized it does not spin fans, but if i force power off my pc the board slightly jerks its fans. When the board is recognized fans start to spin during boot without fail

I plugged this board into a friend of mine pc and worked good also guys in service center tested it and said everything is fine

I updated my bios to latest(Version 3601), resetted cmos, cleaned all of the contacts and blew everything with compressed air, reassembled pc once more including cpu reseat.
Used different pcie slots and sata for SSDs, plugged 7600xt into second pcie slot. Left only gpu, cpu and 1 stick of ram and nothing changed. Also i did not get it to work via display port only HDMI

Also checked every psu cable with working 6600 board, tried to turn off fast boot in bios, increase ram voltage

if any info needed i am ready to provide it, appreciate your help, any thoughts?

For the sake of relevance, please mention the BIOS version you're on at this moment of time.

How old is your PSU and what did it power prior to the RX 7600 XT listed above? You might want to source(borrow, not buy) another unit and see if the issue persists.

You can rule out the GPU out by dropping into onto a known working platform(besides yours) and seeing if the issue persists. If the GPU works flawlessly on said donor system, then the problem is with your PC/platform.

Could be a grounding issue.

Ideally you should clear the CMOS like so;
Disconnect from the wall and display, then remove the CMOS battery, press and hold down the power button for 30secs to drain any residual power, then replace the battery after 30mins.

as i mentioned before my psu powered rx 6600, psu was bought 2 years ago and worked without failure and i am sure it is capable to handle 7600xt because it has a lot of room being 850w gold cert from reliable vendor, ofc there is a chance psu could be faulty but i assess it as unlikely, and also mentioned before gpu works with different platforms but mine
i cleared CMOS properly

i will definetly check psu option, and atm would like to see more opinions
 
anyway gpu does not draw significant amounts of power in bios so even pcie itself can power it in order for gpu to be recognized, and we definitely know that psu is able to power at least pcie and 8pin vga because 6600 works, btw rx 7600 xt does not light any lights when not powered with top 2x8 pin additional cables and not recognized by bios
