Graphics Card Spins On & Off, No Display

I just assembled my pc, and everything powers up just fine except my graphics card. It spins every 2 seconds and stops then spins again then etc. I get no display on my monitors so I can't work with bios or any of that. I've tryed moving it down to my second PCIE slot but it's even worse, the fans do the same thing (on&off) except one fan is completely off, and still no display.

AMD FX-8320 3.5 Ghz
MSI R9 270x OC
1x 8 GB RipJaws RAM
Corsair RM 650 Watt PSU
1 TBB HDD (WB Blue)
Case: Corsair SPEC 1

If your graphics card isn't working and you've just assembled your PC then it might be a dead on arrival if it isn't showing a display. The safer choice would probably be to just go back to the retailer (MSI) and grab a refund.
 


Thanks for the reply, however I just tryed 2 other video cards and still. No display, cpu fan is spinning perfectly fine..
 


Don't have onboard video, however my dad tested my gpu on a computer at his work and it worked.
