Graphics card still overheating after applying thermal paste

Update: I downloaded process explorer and GPU usage seems to be normal.. But GPU temp shows 96% load and 62C temps
So I dont know if GPU temp is glitching and showing wrong stats
Any other good software to monitor GPU load and Temps?
 
Your GPU isn't overheating. 58C with 98% load is fine.. You problem is a GPU that is always "very busy" doing things that it's not supposed to do.
If the drivers thing doesn't work I think it's a virus or something.. Try doing a complete scan for viruses.
And if that doesn't work move your data to another drive and do a complete re-format of your hard drive and re-install Windows and install ALL the drivers (I had a situation in the past when a USB 3 port was using 30% of CPU because the drivers weren't installed probably).
 
I've scanned for viruses. Its not a virus issue. I am sure.
I dont use F@H or Seti@H. I dont even know what are these..
Could it be windows updates messing things up on my machine?
I have very few programs on my my machine. The programs I always used in the past and never had any problems.
Shall I do a system restore? Restore it to the time when my PC was working fine.. I only had this problem from yesterday..
It was all good for 2 weeks after I reinstalled my OS

Update: I uninstalled my Antivirus(AVG2015) and did system restore.. Its seems to be fine now I had my PC on for an hour or so. Temps are at 30C and GPU core is not under heavy loads.
I am suspecting direct X and Microsoft Visual C++ they were the last software updated on my PC. Could they be causing problems?

I will provide more update later after few hours.
