Question Graphics Glitches In All Web Browsers

Graphics Glitches In All Web Browsers
So I've had this major issues in Web browsers, On normal youtube videos I have graphics glitches, On Twitch or other live streaming sites I get weird beeping sounds as seen in the video.
As well as this any browser other than the brave browser crashes.

Specs: Windows 10 10.0.19044
Gigabyte Z97-HD3 Motherboard
Intel I7 4790 CPU
RTX 290X Graphics card
32GB Ram


I have tried
Reinstalling windows
Disabling integrated graphics.
Trying with another graphics card
Updating drivers
updating BIOS
Removing and trying different Ram.
Re-constructing all hardware.
Different monitors

This graphics or audio glitch doesn't happen in videos games, (Skyrim max settings)
Only browsers, crashing, graphic glitches and audio beeps.

I've been at this for a few days, any help or advice is appreciated. I'm thinking Motherboard at this point due to the strange nature of the errors.

Reinstalling windows
Where did you source the installer for your OS? Also, did you recreate the installer to rule out a corrupt installer? To add, did you try reinstalling your GPU drivers using DDU then manually reinstalling your GPU drivers in an elevated command, i.e, Right click installer>Run as Administrator.

You forgot to mention the make and model of your PSU and it's age. Please add the BIOS version for the sake of relevance.

Hi there. Yes I tried 3 Different installs of windows using the media creation tool and USB. This happened on my old installation after a few years of working fine, and then persisted on the new installations.

I've tried reinstalling graphics drivers, disabling my onboard graphics and disabling hardware acceleration in Browsers.

You have one more BIOS update pending. As for your OS, I'd try and reinstall said OS without the internet, that way the OS isn't trying to automagically source drivers it thinks is right for your platform. 2 years with an R9 290x on that PSU...might want to see if the GPU also behaves the same way on a donor system(friend or neighbor) with at least 750W of power available towards the entire system.

I'll check for the BIOS Updates, The error persists when the graphics card is not installed. Just onboard graphics, and vica versa when onboard is disabled and GPU is installed.
