Question Graphics Problem, Please Help!!

Hi everybody! Like 2 years ago i started seeing weird artifacts/glitching graphics in fences for example, its like the antialiasing is not working at all. I was with a gtx 1060 6gb but a week ago i upgraded to a rtx 2060 super hoping the gpu was the problem, but the problem is still there. I also upgraded the cpu from a i5 4460 to a ryzen 5 3500 but the problem is still there and im getting sick of it. I have tried everything from updating and trying different drivers to getting new cables. Im using two monitors, 1 1080p with 144Hz and the other one 1366x768 with 60Hz. I have seen a lot of ppl complain about my problem on forums but nobody could solve them. Full specs:
CPU: Ryzen 5 3500
GPU: RTX 2060 Super
PSU: Evga 500w 80+ white
RAM: 8gb Corsair Vengeance 3000Mhz Ddr-4
Motherboard: msi a320m-a pro max
Everything is stock clocked, no overclocking at all.
Any kind of help will be really much appreciated.

See how the computers or the light on the back gets? The game is running at 1080p with all maxed out and this is getting too annoying.
U can also see the white straps below de computer on the left all cut and when i move, they move.
