Green text files can't access

Hello , I recently formated my pc and I think some of the files were encrypted and I can't access them now. Is there anyway to recover that ? most of it .txt files .
When I try to open them I get access denied when I try to uncheck the encrypt files It as for admin permission .

If they were encrypted, you may find the only way to open them will be if you can restore the encryption.

How can I do that ? I tried to un-check " Encrypt content to secure data " but I can't I dont have access .
