Grey/Black screen after BIOS and stuck there

I recently bought a new desktop pc, completely from scratch, which my cousin built for me because i don't really know how, but once every around a week or so sometimes less, when i turn on the pc, both my monitors go grey or one goes grey and the other black or both go black after the BIOS screen and before windows boot, sometimes the mouse cursor shows up but it doesn't move and keyboard or reset button doesn't work either so i just usually hold power button to turn off and usually it works properly after turning on again. Also when the screens go grey/black the activity light from the case doesn't blink or shine at all.

The motherboard is a MSI Z270 Gaming Plus, both monitors are connected to the graphics card which is a GTX 1070, one with hdmi and the other with dvi, windows is installed in a samsung evo 850 SSD, the ram are 2 g-skill tridentz 8gb, not sure what other component need to be mentioned, so do tell me if its needed.

I tried updating the bios but it doesn't seem to fix the issue, i never really configured BIOS before and always used the default configurations and never had an issue, so i don't really know much about BIOS. Actually not sure if i should be posting this here because i don't know if its a mother issue or something else, i don't really know a whole lot about pc building and stuff.

Since i don't know a whole lot about pc stuff, when offering to test something that might be a solution, please be more detailed about it because its likely i don't really know how to do it properly or not even know what i actually am doing. Also english is not my main or even 2nd language so i apologize if i don't express myself properly. And thanks in advance

The PSU wattage is completely fine. But if the PSU is faulty or having issues... then bam, you have the issues and it wouldn't be only during boot. It could be happening when under load etc...

It is hard to test for all this stuff but the fact you stated it is happening on two machines from the same location... gets me thinking it's most likely a hardware issue.

Well, i almost forgot about it and it happened again......even with one monitor plugged to the integrated nothing changed. Both monitors are on, no "no signal" message either, just black....keyboard and mouse have lights on too but neither work. Activity light(HDD activity indicator i think) in the case doesn't shine like usual. Fans turn on just fine like always. It happened after BIOS splash and just before windows loading splash shows up like always.
 
Hmm I'd hate to say a motherboard issue and recommend a replacement unless we are very sure of it.

It could be a PSU issue. Maybe an issue with it and the amount of wattage it is pulling it causes both displays to go out.

I'd also hate to limit you to only one monitor for a bit, but what about removing the external GPU from the case and only using the integrated graphics for awhile?

If it doesn't happen when only on integrated graphics. Then it may very well be a PSU issue.

You have a good PSU, able to handle the load just fine, but if it is faulty, maybe it's not providing the power needed when power spikes happen in your system and it causes the issue... I've seen PSU's do weird things like this before and issues you describe with keyboard/mouse could very well be because PSU or/and the mobo.

Only thing I'm concerned about is that both integrated and external GPUs go out at the time of the issue. It gets me to lean towards the mobo issue but I'd hate to recommend that without more testing to ensure it's not the PSU.

 
Hmm if its a PSU issue not providing enough power, would it happen only during boot? when i was buying the parts, they actually recommended a 650watt PSU for my pc saying that it was more than enough and i ended up buying a 850watt one for some future proofing, i always thought that if power wasn't enough the pc would just shut down randomly or something. There shouldn't be issues with too much power right?

About the GPU, is there a way i can disable it or something or i gotta pull it out of the case?

Update: also forgot to mention but it might be worth saying that my parents pc, whose parts were bought and built by the same guy has exactly the same issue.
