Can I play all the AAA games with GT 1030 at 768p monitor?

It runs Witcher 3 at 1080p with lowered settings 30fps. So yes. Not at maximum settings and not at 60 fps constant but yes.

You should be able to play them, maybe not on ultra settings, but they should play decently at least as long as your CPU is up for the jobs as well.

All depends on what CPU you are running as to what settings you would have to use for the games to be playable.

CPU affects your performance only to a certain degree, unless it's a dual core 2300 Mhz CPU, you should be fine. At most you'd lose up to 50% performance but a new GPU will still give you the biggest boost you can get. For 768p I wouldn't even worry my head.

On AAA games the CPU is almost always important. And at lower resolutions the CPU is more important since the load on the videocard is drastically reduced. In addition, certain types of games put more load on the CPU just due to the design of the game.

So yes you can 'play' all AAA games with a 1030 at 768p. How well you can play them is a different question.
