On AAA games the CPU is almost always important. And at lower resolutions the CPU is more important since the load on the videocard is drastically reduced. In addition, certain types of games put more load on the CPU just due to the design of the game.

So yes you can 'play' all AAA games with a 1030 at 768p. How well you can play them is a different question.

CPU affects your performance only to a certain degree, unless it's a dual core 2300 Mhz CPU, you should be fine. At most you'd lose up to 50% performance but a new GPU will still give you the biggest boost you can get. For 768p I wouldn't even worry my head.
