GTA 4 FPS Issue

I know by now it's pretty well known that GTA 4 has a lot of performance issue but I'm still hoping there is a solution to my problem. For some reason, my max frame rate seems to be capped at 55fps, i never see it go any higher. Turning off vsync doesn't seem to make a differnece. Does anyone know why this might be happening? Thanks.

gtx 560 ti x 2 sli latest drivers
12 gigs ddr3

ur system can punch potholes in that shittily optimized game for sure...
I always suggest installing patch version 1.0.4.0
it can throw up ur max capping and smoothen out your gameplay further by definitely adding 10-15 frames...
