GTA EFLC low FPS?

i know the game is horribly optimized, but this is just ridiculous.

before i begin, here are my PC specs

CPU: quad core intel xeon x5460 3.16 GHz overclocked to 3.42 GHz
GPU: EVGA geforce GT 730 2 GB GDDR5
RAM: 8 GB DDR3
OS: windows 10 64 bit


so, when i play the game on all low settings, everything decreased to 0/low. my average FPS is 40. and that is just ridiculous.

when i set the textures to medium, and the anisotropic filtering to 4x and the vehicle density/view
distance, etc. to 30. my FPS drops down to 30-25 FPS and stays that way. my FPS drops down all the way to 15 when i try to play the game maxxed out. and i want to know if anyone has found a way to make the game run faster. and the weirdest thing is, when i run the game at medium settings and the game's time is at night, i get 50+ FPS, then it drops down to 25-30 during the day, i'm thinking that something is going on with the game itself.

and ive heard people saying that the game worked very well on old CPU's like the core 2 quad or the phenom/athlon II. my xeon is from that era, and its more powerful than the core 2 quad q9650. whats going on with this game?

your card probably cant handle the lighting/shadows, if you can try turning those down
