GTA O Low FPS GTX 970 SSC

Hey guys, generic "Why do I have low fps" thread incoming!

So I have what I would call a mid range build, gtx 970 ssc, fx-6300 OC to 4.3 GHz, 8gb ddr3 1800MHz (2x4gb), 1 tb hdd, cx 600m, 1400x900p monitor etc, etc down the list of the most average budget build ever. My GTA V settings are as follows:

Here's a screenshot to show my usages, I see no bottleneck, so no idea why I would get such low frames.

Yes, drivers are up to date, this is legal copy of the game, and legal copy of windows.

Could be AA related, how much have you played around with those?
