Geforce GTX 1070Ti hybrid
2x XPG 8gb DDR4 Ram
120SSD
Asus H110p motherboard
Corsair H60 CPU Cooler
Basically my rig should be able to run everything at ultra settings, and it does but my CPU will go up to 100% and GPU will be between 1 and 0 %
Monitor is connected to my GPU
Integrated Graphics is on for my secondary monitor through VGA which i dont use to run the game.
GTA V will not use any GPU and completely overload my CPU and have not found a fix
Every other game will work fine on my GPU and CPU

Solution
Where is it you think the frames you are getting are coming from? Do you really thing 1% of your gpu is feeding 50 fps? So that means it could do 5000?

It's a bug with the engine in gtav not working with your monitoring software.
Well i did just install the thermal paste on the H60, idle temperatures with no stress are between 28C and 33C load temperatures even with GTA V are 55C-70C. Turbo is 4.2ghz but it usually runs at 4.0ghz- 4.1ghz

Check the frequency when the drops happen, you'll need the frequency on screen as by the time you alt/tab out it'll be too late.

That's the easiest way to diagnose if it might be a vrm throttling problem. 100% usage shouldn't technically cause stuttering but any sort of throttling will definitely do it

It is already working hard there's just some sort of bug. Turn up settings or resolution to raise actual usage,

You can't make a gpu work any harder to make more fps. It can only render the amount of frames the cpu can feed it. Dropping settings rarely affects could performance. That only helps if the GPU is holding you back

But the bug must be on the game, because i Ran Ring of Elysium(CPU heavy game) and the GPU is running amazing. Fortnite as well. Fortnite will run at 17% CPU and 50-60% GPU at EPIC settings (not that anyone plays with those settings I was just testing out my CPU and GPU) Black ops 4 will run with 120 FPS no problem.

Thats good information about bottleneck. I see what they mean that it might vary between games. A bottle neck might reduce your gameplay because of a game and a weak cpu or GPU or vice-versa. But i feel like my gpu would have at least 30-50% usage on GTA V. but it doesnt and its definitely not a bug. I will continue to search for the answer to fix this problem

Thats good info about bottleneck and how it may vary from game to game, Even at that there should be a solution for my GPU% being at 0. I mean, even at that. My GPU should be working harder and its definitely not a bug on the game or the performance results. I will continue searching for the answer to fix this, since I am certain it is not a bug. Thank you

It's absolutely a bug... If you were actually using 1% you'd be getting less than 2 fps. The GPU is being used... For confirmation check temps on your 1070ti using hwinfo while gaming vs idle if temps go up at all you're obviously not using 1%. I still bet it would show actual usage if you'd stop using onboard for other monitor and turn it off.

https://imgur.com/a/vfP1rWp? this is not normal, and mind you. Its only with GTA V, other games will use my GPU perfectly. And this also happened before when I had my GTX 1060 with both monitors hooked up to it
