GTA V PC FPS Stuttering

Hi, so GTA V FPS has been stuttering for me especially when I'm driving. I play at Nvidia recommended settings(somewhere between high and ultra), 1080p, 60Hz. The game is pretty stable at 60fps, but once I start driving, it drops to 20-30fps and causes unbearable stuttering. I really don't know what to do or what's causing it. Any advice please?

My Pc:
i7-4790k 4.0GHz
GTX 980
16GB RAM
2Tb 7200RPM

Hello,

Check CPU/GPU/RAM usage and temperatures (CPU: <70C; GPU: <80C).

Check the HDD (HDTune), observe any sudden dips in speed. Do a defragmentation.

Check the +12V PSU voltage (what make/model is your PSU?).
