GTA V Stuttering

Hey, guys, I bought GTA V yesterday because it was on sale and hopped on it to play today. When I got in I logged into my old ps3 account and stuff to link accounts. While loading story mode, the audio was very laggy and when it eventually loaded story mode it was very choppy, audio and graphics, to the point that I couldn't handle it. So I uninstalled it and re-installed it, but I am still having the same problem. I don't think it is anything to do with hardware, but here are my specs just in case:
i5- 4460 3.2
MSI R9 380 4 GBDDR5 Gaming
8 GB (4x2) Corsair Vengence RAM (1600)

More specifically...edit the settings.xml file present in the Documents\Rockstar Games\GTA V folder.

Edit the given values & set them as..

<LodScale value="-0.500000" />

<PedLodBias value="-0.500000" />

<VehicleLodBias value="-0.500000" />

<CityDensity value="-0.400000" />

You can play and set the value that suits you the best.
