Question GTA V uses RAM over VRAM

I wanted to make sure if it is normal for GTA V to use more RAM than VRAM.
My VRAM usage during gameplay is always at 1.28gb but my RAM usage is about 3,5 gb.
This causes other programs to crash and sometimes even GTA itself.
From what I've heard this shouldn't be happening since your PC is supposed to use RAM for games when it's out of VRAM.
My GPU is the RX 580 8gb model and i have 8gb of RAM.
Also, i've enabled the "ignore suggested limits" option.

The game itself must use your CPU and main memory to run the game itself. The VRAM is used for the video rendering and its use will vary by the level of graphics detail/resolution you play at. One (memory usage) does not replace the other.

Programs that might crash during gameplay are discord, chrome, steam or whatever program i might have open at the time.
Also, I'm not sure what you mean by upgrade build, but i have changed the gpu since i got the PC from a gtx 1050ti to the rx 580.

I just found out it's actually a 550w psu. turbo-x value series 550 W is its name.
I am using 64 bit windows and i'm overclocking my gpu to 1400 core and 2250 memory from 1340 core and 2000 memory.
Also I haven't had any problems with other games.
