So lately an issue has just gotten worse, when I'm driving around on GTA V buildings and roads will not render or be very blurred. With the performance tab in task manager I see that the only thing reaching 100% is E:, which is where the game is installed. GPU, CPU and RAM is nowhere near 100%. The disk is a 1TB HDD. My game is installed via CD, not Steam. So firstly, can anyone confirm that the disk is the issue? And if so, how do I transfer the game files to another SSD, preferably without reinstalling the game?

Can the issue be the BIOS version? My GPU replaced my Zotac GTX 760 not too long ago, but apart from that I haven't changed my hardware.
The FPS in the game is still about 75FPS on Ultra graphics with a few exceptions, yet objects struggle to load. GTA V is the only game that has this issue, other heavy games like Arma3 run smoothly. I also noticed that the read-speed of the disk is between 10-32Mb/s when the issue occurs.
