[SOLVED] GTX 1050 won't go above 30 degrees Celsius

When I play the Witcher 3 or Warframe, OpenHardwareMonitor says that my GPU temperature is 30 degrees Celsius. I get about 25 fps with medium settings for Warframe and 5-15 fps for the Witcher 3 with the lowest settings. OpenHardwareMonitor says that my gpu GPU core clocks in at 139 MHz, GPU memory at 405 MHz and GPU Shader at 278 MHz, for both games.

When I'm not doing anything demanding the temperature goes up to 31 degrees Celsius with the same clock speed. Task Manager says that my GPU is running at 100% when I'm running a game and 3-7% when I'm on Chrome.
So far I've installed the newest drivers and uninstalled them and reinstalled them again. I always have this problem but I'm not sure when it began, since I haven't ran any games for several months until yesterday. These are my specs:
GTX 1050 EVGA SSC
Core i5 7600k
2 x 8 gb of ram
600 w EVGA psu
500gb Samsung SSD

In order to have userbenchmark use the 1050, I restored the manage 3d settings to what the 1050 shipped with in the Nvidia control panel, and that fixed my problem. Thanks
