Hi, I'm building a midrange rig, specs are as follows:

Intel Core i5 7500
4x2 G. Skill Aegis DDR4 2400Mhz ram
Gigabyte GA-H270-HD3
Corsair VS 550W PSU

Where I live the price point for the RX 580 4gb and the gtx 1060 3gb is exactly the same so I'm pretty torn on that.

I'm planning to play older and newer games at 1080p max settings if possible, but I've heard that AMD cards struggle with older dx9/10/11 games like GTA V, etc. Also that Nvidia has better drivers and better software in general.

Which one should I pick ?

Models are:
MSI GeForce GTX 1060 3GT OC
Sapphire Radeon RX 580 Pulse OC

Please note that the 6gb/8gb versions are marginally more expensive so that's not an option for me.

Thanks for your advice.

Solution
No contest the RX 580 is far better than the 1060 3gb. The 3gb 1060 is very crippled, even the 1050ti 4gb is faster in some titles.

Where the RX 580 and GTX 1060 are comparable is the 8gb RX vs the 6gb 1060.
