GTX 1060 usage low with i5 4670k

Hello, I have a Zotac GTX 1060 6GB with a i5 4670k but not overclocked, because i have a locked motherboard (I got the CPU used for pretty cheap). I get about 30-50% GPU usage in any game and im wondering if it has something to do with my cpu or gpu? Btw im using a stock intel cooler so maybe it could be a thermal throttling issue? I already ordered a be quiet! pure rock slim. Thank you in advance!

CPU usage is 80-95% usually im using 1080p and usually pretty low settings

Also i get about 60-70 celcius on my CPU under load, i think something is limiting my cpu to remain cool

Well, either the game you're playing is more CPU intensive than GPU intensive, or your CPU could be thermal throttling - although throttling seems very unlikely at the temperatures you're reporting.

If you increase the detail settings, does the frame rate get slower, or stay the same?

I pretty much play every game on low settings and getting wayy lower results than i should, my new cooler arrived today so i will report back if it fixes my problem.

Do you have vsync enabled? what does your FPS max out at?

I get about 80-100 fps in fortnite and about 50-70 fps in pubg. V-sync is disabled.
