GTX 1070 FPS Increase - Unusually fast.

I updated the Nvidia Drivers Yesterday. to 382.05
Suddenly all of my games are showing crazy FPS.
Fallout 4 on load screens using Fraps and or Overwold I am hitting over 1200 fps in game in places I am getting 250 fps.

Animations are fast and look awkward, in game movement are unusually fast and its almost hard to control.

Most of the time before I was at 70-90 fps.

I have no overclocking at all. I never overclock.

It feels odd to be complaining about amazing FPS. But something seems wrong here.
I dont think I should be getting these FPS, or was there something wrong before that I wasn't getting them?

Ok, wierd. I solved this on my own. I used the Vsync option in the Nvidia driver as "Fast" Apparently this spits out frames as fast as your system possibly allows.... Can somone explain this feature more?

Pretty strange... I've been having crazy struggles with my EVGA 1070 FTW with massive frame drops... I don't know whats wrong... I can barely hit 50 fps in most games
