Is the gtx 2070 super overkill with the ryzen 3700x compared to just having a 2070 with the ryzen, or will the super massively boost fps

Yeah, you should definitely consider pricing. A 2070 SUPER tends to be more than 10% faster than a 2070, though I wouldn't exactly consider that to be a "super massive" difference in terms of performance.

And also consider the 2060 SUPER, which is actually a very slightly cut-down 2070 with the same VRAM configuration, as it performs within 5% of that card, with prices starting around $400 in the US. A 2070 can still be a decent card if you find one for not much more than the cost of 2060 SUPER, though it may not be worth paying much more than $20-$25 extra for.

As you go up the product stack, the higher-end cards tend to offer less value from a price to performance standpoint.
