Something isn't right, I suggest that you ditch that headache before it kills something. That unit looks like a no name and one of low quality.
 
Change your PSU. you need at least 500w 80+ cert branded psu... and check the rail specs as well.... gtx460 minimum requirements...

Ok so your GTX 460 is plenty to run GTA IV at pretty high settings as I used to play that with
EVGA GTX 460 SC EE 1gb 256-bit no problem on mostly high settings.
First off your CPU is kinda old GTA IV will run great on a quad-core.
Second you can get a 700w PSU at staples for like 100$ is you are looking to save on cash
and DDR2 is obsolete now a days, get yourself some DDR3 1333MHz RAM at the very least and
go for 4 or 8GB to be safe, 2GB is bare minimum for Vista, time to upgrade.
Any ways if you do the upgrades I reccomend you will run most games at high setting guarenteed.
