Tried updating drivers (I know, again!) to latest and setting the reso to FHD? Also, I know you might have tried that out, you can try BIOS reset to wipe every nonsense setting out and start from basics, might do the trick.
Bought new graphics card and it works great, Altough i was hoping it was the case for the lag problems i get whenever i game. Every 20 sec - 5 minutes i get HORRIBLE fps drop down to 5-20fps for about 5-15 seconds. After it goes away im back up at 60-120fps depending on game. Any suggestions? Ive appreciated what youve done so far so i decided id ask again...
Lag can be caused by a variety of factors. For example not having enough random access memory can cause stuttering in some games, so accommodating your system with more RAM can relieve those tiny freezes you keep encountering . You could have a hardware bottleneck causing unstable game play, which in your case would be the central processing unit. A big misconception in hardware buying is that people tend to go all out on graphic cards and cheap out their main component, the CPU. Are you rolling with a 3rd or 4th generation i5-i7?
Please post your specifications, so I can better facilitate the issues you are having with your gaming pc.
My specs are in the main post. If its the processor what would you recommend? Not wanting to spend a whole lot. And the reason i bought a GPU was to be able to use my computer at all

but thanks for the tips anyways.
Your specs are fine and there is no need to throw more money at your rig, because with that setup, you can run most games with a high setting. I am a big fan of Asrock. Does your computer overload more in mmos or do you experience the same issues across the board with 8 or less people playing in a game? What quality setting do you play with the most and what games would those be? Also, I would check out the game forums that you play on and see if other people are experiencing the same issues as you, because most likely they are server side associated. Like for instance a game called rust that I use to play was run mostly on the server side. A lot of back end processing can really screw up the client side enjoyment.
Sadly it happens in all games , online or not. I have 100MB Down and 10MB up on fiber. But as an example if i play Archeage (New mmo) It happens every 30-1 minute for about 5-15 seconds , While as i play awesomenauts (Online 2D game) It can happen once every 8 minutes or so. I should mention that youre a maximum of 6 players in awesomenauts. Also i like to play as high as possible. On Archeage i get 90 stable fps and 55-60 in full towns. But the ''drops'' drop me down to 15 for 10 seconds.
This does not sound like a hardware dependent issue to me. It sounds like a software issue. I would assume your drivers are updated right? Maybe do a clean install just to be certain. Another thing I like to do is monitor services that are running in the background. I run a server from my computer, which streams movies to my family, so every time the transcoder service needs to be applied to a certain file I end up getting bad cpu spikes. Task manager should suffice for these matters and you want to have it running while in game to spot any odd behavior.
My brother plays archage, he really loves it. Breaks from the traditional mmo paradigm, which is refreshing to see! Trion made a great move on westernizing that game.
